The inspection moves indoors
On a site-built house, a local inspector visits at fixed stages and looks at work that is still open. Framing, rough electrical, rough plumbing, insulation, each signed off before the next trade covers it. The sequence is the inspection regime.
A modular house closes its walls in a plant, hundreds of miles from the inspector who has jurisdiction over the lot. The resolution is that the plant is inspected instead. States run programs that approve factories and their quality control procedures, and an approved third-party agency inspects units in production against the code of the destination jurisdiction. A unit arrives carrying evidence that the concealed work was witnessed.
What the local official retains is everything that happens on the lot: the foundation, the set, the marriage line where modules join, the connections between modules, and every utility tie-in. That is not a small remainder. It is where most set-related defects occur, because it is the only part of a modular house built outdoors under time pressure with a crane on the clock.

Modular approval programs are administered state by state and the arrangements differ. Ask the manufacturer which state programs it holds approvals under, and ask your local building department how it treats units carrying that approval. Those two answers together tell you what will actually be inspected and by whom.
Transport is a structural load case
A site-built house never moves. Its structure only has to resist the loads it will see standing still: gravity, wind, snow, seismic where that applies.
A module is lifted twice, driven at highway speed, and dropped onto a foundation. Between the plant and the lot it experiences racking and torsion that a finished house never sees, and it experiences them while carrying its own finishes, cabinets and often its tiled bathrooms. Manufacturers answer that with additional structure: heavier floor systems, extra bracing, more fasteners, sometimes steel where a site-built house would use nothing.
The result is a building that is genuinely stiffer than its site-built equivalent, which is the usual claim made for modular, and it is true. It is also true that the extra material exists to survive a journey rather than to serve the finished house, and the buyer pays for it either way. Both statements are correct and the marketing only ever quotes the first.
The schedule compresses, but the risk concentrates
Factory work and site work run in parallel. While modules are in production, the foundation goes in. That overlap is where the schedule saving comes from, and it is real.
What it buys is bought back in a different currency. A site-built schedule degrades gracefully: a late trade pushes the trades behind it and the job slips a week. A modular schedule has one hard date on it, the set. The crane is booked, the transport permits are issued for specific days, the modules are finished and sitting in a yard costing money. A foundation that is out of level, a permit that has not landed, or a road closure moves an entire choreography rather than one task.
This is why experienced modular builders spend disproportionate effort on the foundation and on access. The building is fixed by then. The site is the only variable left, and it is the one that can stop the day.
Lending is the constraint nobody leads with
A construction lender releases money against work in place, verified by an inspection of the property. That model assumes the value being created is on the land the loan is secured against.
Factory production breaks the assumption. A manufacturer needs substantial payment before anything exists on the borrower's lot, because the manufacturer is carrying materials, labour and floor space for a building that is standing in its plant. The money leaves before the security exists.
Lenders solve this in different ways, and the differences matter more than any other line in the deal. Some will fund deposits to an approved manufacturer against the manufacturer's own bonding. Some will not release anything until modules are set. Establish which arrangement your lender uses before you sign with a factory, because the two contracts have to agree with each other and neither party will renegotiate afterwards on your behalf.
This is also the most plausible explanation for the pattern in the federal data, and it is the one that makes the numbers on the contents sheet make sense.
Who is actually choosing it
The 2025 completions data separates houses built for sale from houses a contractor builds for an owner on the owner's land, and the two behave nothing alike.
In the for-sale market, 721,000 houses, modular rounded to under 500 units. In the contractor-built market, 130,000 houses, 8,000 were modular, which is 6 percent. In the Northeast, that figure was 16 percent. [1]
Read that as a statement about who benefits. A production builder already has crews, repeat plans and land inventory, and gains little from a factory that removes their flexibility and adds a fixed set date. An owner building one house on one lot has none of those advantages and gains all of the certainty. The method is not failing on merit. It is succeeding in a market segment that is one-eighth the size of the other one.
Questions
- Will a modular house appraise differently?
- It should not, because it is the same code-compliant house as its site-built equivalent, and appraisers are directed to comparable properties rather than to construction method. In practice, thin local comparable data can make an appraisal harder in markets where few modular houses have sold. Ask your lender how they have handled it locally before you rely on an answer.
- How long does the factory take?
- The number a manufacturer can give you honestly is production time, and it is a schedule commitment rather than an estimate. The number nobody can give you is total project time, because that is dominated by permitting and site work, both of which are local.
